Maine PUC to Reopen Bid Window for Northern Maine Project

The Public Utilities Commissioners have agreed to “reopen the bid window and issue an amended Request for Proposals in an effort to increase the likelihood that this RFP will solicit proposals that are ratepayer beneficial and result in the approval of contracts that are in the public interest.”

This will be the third time this RFP is issued.

The original procurement, which resulted in selecting LS Power as the winning bidder, was canceled.

The second RFP was issued in December with the expectation that the Commission would award the bid no later than May.

Now a third RFP will be issued and rural Mainers and business owners will have to continue watching this process to see what impacts this high voltage transmission line may have on property values and communities.

Meanwhile, ISO-NE is moving forward with their own RFP which is meant to accommodate the northern Maine project’s energy generation and transmission. That RFP has only one surviving bidder (with two bids) at a cost of $2.2 billion.
